Can Any GP Refer You for Cosmetic Surgery?

Yes. Any AHPRA-registered GP or non-cosmetic specialist can provide a referral for cosmetic surgery in Australia. You are not required to see a specific GP or to use your regular doctor. However, there is one important restriction: the operating doctor's own clinic cannot provide the referral.

Who can provide the referral?

Any GP registered with AHPRA (the Australian Health Practitioner Regulation Agency) can issue a referral for cosmetic surgery. This includes your usual GP, a different GP at another practice, or a telehealth GP working for an online service. Non-cosmetic specialists (such as a psychiatrist or physician) can also refer, but this is less common for cosmetic surgery pathways.

Who cannot provide the referral?

A doctor working at the operating surgeon's own clinic cannot provide the referral. This is a deliberate safeguard introduced in the 2023 AHPRA reforms — it ensures the referring doctor has no financial interest in whether you proceed with surgery. The referral must come from an independent practitioner.

Is your own GP the best option?

AHPRA's guidelines express a preference for the patient's usual GP where possible. Your own GP knows your medical history, any medications you take, and your psychological background — all of which are relevant to an assessment for cosmetic surgery. They may also be able to bulk-bill the consultation, making it free.

That said, there is no requirement to use your usual GP. If you prefer privacy, speed, or access outside business hours, a telehealth service is a legitimate alternative.

What about specialist referrals?

A non-cosmetic specialist — such as a psychiatrist, general physician, or dermatologist — can also provide a referral. In practice, most patients use a GP. A specialist may be relevant if you are already under their care for a related condition.

What the referral is not

Receiving a referral does not mean you are committed to surgery. It simply allows you to have the mandatory first consultation with the operating doctor. You will still need a second consultation (minimum two consultations in total), a 7-day cooling-off period after providing consent, and psychological screening before surgery can proceed.
